Description:

The Clifford Baldowski cartoon depicts Richard Russell on a railroad platform putting some African American men into a sack. Another sack of men, labeled "Timbuctu," is being carried off to be put on the train. In March 1964, Russell proposed Negro Relocation as a way to end racial tension and as an alternative to the Civil Rights Bill.
