In the speech, DeLaine details his involvement in the Clarendon County, South Carolina, school segregation case, also known as Briggs v. Elliott, its relation to the 1954 decision Brown v. Board of Education, and the founding of the Clarendon County branch of the National Association for the Advancement of Colored People.
