Biography:

United States Commissioner for the Southern District of Mississippi in 1964, who dismissed the charges against the defendants in the murder cases of Michael Schwerner, James Chaney, and Andrew Goodman after ruling that the testimony of a key witness in the case was "hearsay" because it had been disclosed to an FBI agent working on the case.
